From Freedom to Capability

India did not simply move from poverty to prosperity after 1947. It moved from dependence toward capability, one institution, one dam, one steel plant, one satellite at a time. The next chapter is not about building more of it. It is about unlocking what has already been built.

From Freedom to Capability

On August 15, 1947, India became free.

But freedom did not arrive with prosperity.

It arrived with poverty, scarcity, uncertainty and an enormous amount of unfinished work.

The country emerging from two centuries of colonial rule had low literacy, low life expectancy, limited industrial capacity and fragile food security. Millions had been displaced by Partition. Institutions had to be created. Infrastructure had to be built. An economy had to be reconstructed.

And hanging over the entire experiment was a question larger than independence itself:

Could India actually make this work?

Could a country this poor sustain democracy?

Could a civilisation of extraordinary diversity remain one political entity?

Could India feed hundreds of millions of people?

Could it industrialise?

Could it defend itself?

Could it develop the scientific and technological capabilities necessary to determine its own future?

There were no guarantees.

Yet somewhere between 1947 and 2026, something extraordinary happened.

India built dams.

Then electricity.

It built universities.

Then scientists.

It built steel plants.

Then industries.

It transformed agriculture.

Then food security.

It built laboratories.

Then advanced technology.

It built roads and railways.

Then national markets.

It built telecommunications networks.

Then digital public infrastructure.

It built a space programme.

Then it reached the Moon.

And eventually, something deeper emerged.

India was not merely accumulating achievements. It was accumulating capability.

That distinction matters.

A dam is an achievement.

The engineering institutions, skilled workforce, financing mechanisms, construction expertise and state capacity required to build one are capability.

A rocket launch is an achievement.

The scientists, universities, laboratories, manufacturing ecosystem, testing infrastructure and institutional memory behind it are capability.

UPI processing billions of transactions is an achievement.

The interoperable technological, financial and regulatory architecture that makes it possible is capability.

The visible achievement gets the photograph.

The capability underneath it determines what becomes possible next.

That, perhaps more than any individual project, is the story of India since independence.


The first task was to build the foundations

When everything needs to be built, the first question is not:

How rich can we become?

It is:

What must exist before prosperity becomes possible?

India's first answer was institutions.

The Constitution.

Parliament.

Courts.

Elections.

The civil service.

Universities.

Scientific institutions.

A democratic framework capable of holding together an extraordinarily diverse society.

These things are easy to overlook because institutions rarely look impressive. A bridge is visible. A laboratory is visible. A metro is visible. An institution is often just people, rules, processes and accumulated knowledge. Yet those invisible systems determine whether the visible achievements can happen.

India therefore had to construct both the hardware of development and its software. And the hardware came quickly.

Agriculture and irrigation became early priorities. Large river-valley projects transformed landscapes: Bhakra-Nangal, Hirakud, Nagarjuna Sagar. These were enormous statements of intent. India was effectively saying:

We will not simply accept the constraints imposed by geography. We will learn to engineer around them.

Rivers that flooded could become sources of irrigation. Water could become electricity. Electricity could become industry. Industry could create jobs. Jobs could raise incomes. And rising incomes could create demand for still more development.

This was nation-building as a flywheel.


Then India decided that knowledge itself had to be built

A modern country cannot remain permanently dependent on other countries for the knowledge required to modernise.

So India invested in scientific and technical institutions. The IITs began emerging. The Tata Institute of Fundamental Research and atomic research institutions were established. Research laboratories expanded. India began training generations of engineers, scientists and technologists.

This was not simply an education policy. It was a sovereignty strategy.

There is a profound difference between buying technology and possessing the capability to create technology. A country can import a machine. But if it cannot understand the machine, improve it, reproduce it or build something better, its dependence remains.

India therefore began building something much more valuable than equipment. It began building human capability.

And human capability compounds differently from physical infrastructure. A bridge serves for decades. A scientist can train another scientist. An engineer can establish a company. A researcher can create a technology. A professor can influence thousands of students. One capable person can create capability in thousands of others.

Then came steel

The Second Five-Year Plan shifted India's attention toward heavy industry. The logic was simple: a modern economy needs machines, machines require factories, factories require energy, infrastructure requires engineering, and industrialisation requires steel.

So steel plants rose in Bhilai, Rourkela and Durgapur. Industrial townships emerged around them. Entire ecosystems of engineering, manufacturing and skilled labour began taking shape.

Again, the obvious achievement was steel. But steel was never really the point. The point was the capability behind it.

A country that can produce steel can manufacture machinery. A country that can manufacture machinery can build factories. Factories create workers. Workers create skills. Skills create entrepreneurs. Entrepreneurs create companies. Companies create markets. Markets attract capital. Capital creates more productive capacity.

The objective was never merely to make more steel.

It was to create an economy capable of making more of itself.


Then India learned the cost of dependence

The 1962 war exposed weaknesses in India's defence preparedness, logistics, communications and infrastructure. The lesson was painful.

But another vulnerability was even more fundamental: food.

India could not claim meaningful sovereignty if millions of its citizens remained vulnerable to food shortages and external supply. The Green Revolution changed the equation: scientific research, high-yielding seeds, irrigation, fertiliser, agricultural extension, modern farming practices, and millions of farmers willing to adopt them.

The result was transformational. India moved toward food self-sufficiency. But the deeper lesson was not about wheat or rice. It was about vulnerability.

Every country has dependencies. The question is which dependencies are acceptable and which are existential. Food security reduced one of India's most dangerous vulnerabilities.

The same principle appeared in dairy. Cooperatives connected millions of small producers with markets. Operation Flood demonstrated what could happen when fragmented producers were organised into a system capable of creating scale.

Once again, the individual was not necessarily the problem.

The system around the individual was the multiplier.


Then India looked toward the sky

It is difficult to imagine how audacious India's early space programme was. A poor country was trying to develop space technology. The infrastructure was modest. Resources were constrained. Yet the ambition was enormous.

Vikram Sarabhai understood something profound: space technology was not simply a symbol of prestige. Satellites could improve communications. They could help forecast weather. They could monitor agriculture. They could support disaster management. They could deliver education and information to remote communities. Space could therefore become an instrument of development.

The early programme was built with extraordinary resourcefulness. Facilities were humble. Equipment was limited. But capability accumulated. Then came launch vehicles, satellites, remote sensing, telecommunications, Chandrayaan, Mangalyaan, and eventually Chandrayaan-3.

On August 23, 2023, ISRO achieved a successful soft landing near the Moon's south polar region, making India the fourth country to land on the Moon and the first to land near the lunar south pole. The image was extraordinary. But the image was not the achievement.

The achievement was the decades behind it: the scientists, the engineers, the universities, the laboratories, the manufacturing ecosystem, the testing infrastructure, the institutional memory, the accumulated knowledge.

That may be one of the best ways to understand India's entire development story.


When technology was denied, India learned to build

The same pattern appeared in computing. India faced restrictions on access to advanced supercomputing technology. The response was not to accept technological dependence as permanent. It built.

The Centre for Development of Advanced Computing developed PARAM. The significance went beyond one supercomputer. It reinforced a national instinct that would recur repeatedly:

If a critical capability cannot be reliably obtained from elsewhere, develop the ability to create it yourself.

This did not mean India had to manufacture everything. It meant India needed enough depth that the critical parts of its future could not simply be switched off by somebody else's decision. That is what strategic autonomy ultimately means.

Not isolation.

Optionality. The ability to choose.


Then came 1991

India faced a severe economic crisis. Foreign exchange reserves were dangerously low. The old economic framework had accumulated serious constraints. The country was forced to make a choice.

The response was structural reform: liberalisation, deregulation, greater competition, more openness to foreign investment, more room for private enterprise.

These reforms did not create India's capabilities from nothing. Much of the underlying human capital, institutional knowledge and technical capacity had been accumulated over the preceding decades. But reform changed the environment in which those capabilities could operate.

Indian engineers entered global markets. Indian entrepreneurs began building companies at scale. Software exports expanded. Bengaluru, Hyderabad, Pune and the National Capital Region became technology centres. Companies such as TCS, Infosys, Wipro and HCL became global players. India increasingly became a global technology and services hub.

The lesson was profound:

Capability needs an environment in which it can compound.

The foundations mattered. But so did the freedom to build on them.


Then India stopped thinking only in projects

This may be one of the most important shifts of the 21st century. India began building systems.

The Golden Quadrilateral was more than a road. It was an attempt to change the economic geography of the country. The Delhi Metro was more than a railway. It demonstrated that Indian cities could deliver complex modern infrastructure. Electrified railways were more than a technology upgrade. They changed the economics and environmental profile of transport. Freight corridors were more than tracks. They were infrastructure for a more efficient manufacturing and logistics economy.

Airports connected smaller cities. Ports connected Indian production to global markets. Highways shortened economic distances. The physical India was becoming increasingly connected.

But then something even more consequential happened.

India began building digital rails.


The platform era began

Aadhaar created a digital identity layer. Jan Dhan expanded access to formal banking. UPI created an interoperable payment system. And suddenly, millions of people and businesses could participate in an increasingly digital economy.

This is fundamentally different from simply putting an existing service online. A platform allows other people to build on top of it. A road allows you to travel. A network allows millions of journeys. A payment platform allows millions of businesses to transact. A digital identity layer allows entire categories of services to be constructed.

That is why India's digital public infrastructure is so consequential. It is not simply about convenience. It is about lowering the cost of participation in the economy. And when the cost of participation falls across a population of more than a billion people, the consequences can be enormous.


This is the invisible revolution

A street vendor accepts a QR payment. A small business receives money instantly. A worker receives a transfer. A customer buys something without cash. A citizen receives a benefit directly.

These individual transactions may seem mundane. But collectively, they represent something extraordinary: the expansion of economic agency.

Development is not only about building large things. Sometimes development is about making millions of small things possible. And when millions of small possibilities become easier, the aggregate effect can be enormous.

That is the power of infrastructure. Not that it looks impressive. But that it makes other things possible.


The physical and digital Indias are now converging

A highway connects a manufacturer to a port. A port connects the manufacturer to the world. A smartphone connects the worker to information. A payment system connects the merchant to customers. A satellite connects remote communities. A university connects a student to knowledge. A startup connects talent to a global market. A logistics network connects production to consumption. A digital platform connects citizens to the state.

These are no longer separate developments. They are becoming one system.

And this is where India's next chapter becomes particularly interesting. Because after decades of building components, India is increasingly in a position to connect them.


But there is a danger in celebrating the journey

We can become so impressed by how far India has come that we stop asking how far it could still go.

India has made extraordinary progress. But progress is not completion. There are still enormous gaps in education, health, productivity, research, urban infrastructure, manufacturing, institutional quality and economic opportunity.

India has world-class institutions. But too many institutions still struggle. It has extraordinary cities. But too many urban systems remain inadequate. It produces world-class engineers. But too many young people struggle to convert education into productive employment. It has built extraordinary digital infrastructure. But digital access alone cannot substitute for quality institutions.

It has produced islands of excellence.

The next challenge is to turn those islands into a continent.

That is a very different development problem.


Because India's next revolution is not another rocket

It is opportunity.

For much of the first seventy-nine years, the national project was: Build India. Build institutions. Build infrastructure. Build industry. Build science. Build technology. Build connectivity. Build strategic capability.

And India has done an extraordinary amount of that work.

Now the question changes.

What will all of those capabilities allow Indians to become?

Can a child in a government school in Kalahandi access world-class knowledge? Can an entrepreneur in Bhubaneswar build for a global market without having to relocate to Bengaluru? Can a researcher in a smaller university participate in frontier science? Can a farmer become a sophisticated participant in global value chains? Can a young person in a tier-2 or tier-3 city access the same economic opportunities as someone in India's largest metropolitan centres? Can geography stop determining the ceiling of ambition?

This is where development becomes human. Because ultimately, infrastructure is valuable only to the extent that it expands the choices available to people.


This is the unfinished Indian project

For decades, India has been described as a country of potential. A huge population. A young population. A massive market. A deep talent pool. A vibrant democracy. A strategic location. A growing economy.

But potential is not an outcome.

Potential is stored energy. The purpose of institutions is to convert it into motion.

That is the next development challenge. Education must convert into skills. Skills must convert into productive employment. Research must convert into technology. Technology must convert into companies. Companies must convert into jobs. Infrastructure must convert into investment. Investment must convert into productivity. Productivity must convert into higher incomes. Higher incomes must convert into better lives.

That is the chain India now has to strengthen. And every broken link matters.


Why 2047 should be about more than a GDP target

The centenary of independence is often discussed in terms of rankings. How large will the economy be? Which position will India occupy globally? How much infrastructure will we have? How many companies will we produce?

These questions matter. But they are not enough.

The India of 2047 should be a country where birthplace determines possibility far less than it does today.

Where a child in a remote district can access extraordinary knowledge. Where a farmer can access sophisticated markets. Where an entrepreneur can build from anywhere. Where world-class research is not concentrated in a handful of institutions. Where manufacturing creates millions of productive jobs. Where cities are engines of opportunity rather than bottlenecks. Where public institutions operate with the reliability citizens deserve. Where technology expands agency rather than merely convenience. Where prosperity is geographically broad. Where talent does not have to leave home to find opportunity.

And where India's population is seen not primarily as a number to be managed, but as human capability to be unlocked.

That is a much bigger ambition than simply becoming the third-largest economy.


Because nations compound too

Think about what happens when a university produces an engineer. That engineer joins a company. The company builds a product. The product creates customers. Customers create revenue. Revenue creates investment. Investment creates jobs. Jobs create experience. Experience creates new entrepreneurs. Those entrepreneurs build new companies. New companies create new technologies. New technologies create new industries. And those industries create opportunities for another generation.

This is the flywheel. It is why development can accelerate. It is also why development can stagnate.

If institutions are weak, capability leaks away. If education is poor, talent remains underdeveloped. If infrastructure is inadequate, productivity suffers. If markets are closed, entrepreneurship is constrained. If capital is inaccessible, good ideas remain ideas. If governance is unpredictable, investment slows. If opportunity is geographically concentrated, millions of people remain outside the productive economy.

Development is therefore not a pile of achievements.

It is a system in which achievements make future achievements easier. That is what India must increasingly optimise for.


From potential to outcomes

This, ultimately, is the next chapter.

India has spent decades building capability. Now it must dramatically improve its ability to convert capability into outcomes. That means asking uncomfortable questions.

Why does extraordinary talent still coexist with mediocre institutional performance? Why do some cities generate extraordinary productivity while others struggle to create basic opportunity? Why do millions of graduates still struggle to find productive work? Why is world-class research concentrated in so few places? Why does geography still determine so much of a person's economic future? Why should someone born in a small town have to leave it to access a large opportunity?

These are not peripheral questions. They are the central questions of India's next phase.

Because the ultimate purpose of development is not to make the country look impressive.

It is to make the life of the citizen more capable, more secure and more full of possibility.


Every generation inherits unfinished work

The generation of the 1950s built foundational institutions. The engineers and planners of the following decades built industrial and agricultural capacity. Scientists expanded India's strategic and technological capabilities. The reforms of 1991 created greater space for markets and enterprise. Entrepreneurs connected India to the global economy. Infrastructure builders shortened physical distances. Digital architects created new economic rails.

Each generation inherited unfinished work. Each added another layer.

And that is how countries are built. Not through one extraordinary moment. But through millions of ordinary people doing difficult things for a very long time.

The scientist who spends ten years in a laboratory. The farmer who adopts a new technology. The teacher who changes a child's trajectory. The engineer who designs a bridge. The worker who builds a factory. The entrepreneur who hires the first employee. The civil servant who creates a functioning institution. The researcher whose work makes another researcher's breakthrough possible.

Most nation-building is invisible while it is happening. Then, decades later, you look around. And the country is different.


So what did India actually build?

Not merely dams. The capability to engineer at scale.

Not merely universities. The human capital to solve harder problems.

Not merely steel plants. The industrial capacity to manufacture.

Not merely the Green Revolution. The ability to protect food security.

Not merely ISRO. The scientific and engineering ecosystem to attempt the extraordinary.

Not merely economic liberalisation. The freedom for accumulated capability to meet global markets.

Not merely highways. The physical networks that reduce economic distance.

Not merely Aadhaar and UPI. Digital infrastructure that lowers the cost of participation.

And not merely a larger economy. A larger set of possibilities.

That is the deeper story.


From freedom to capability

India won political freedom in 1947. The decades that followed were about building the capability to make that freedom meaningful.

Capability to feed itself. Capability to build. Capability to defend itself. Capability to educate. Capability to innovate. Capability to compete. Capability to connect. Capability to choose.

That is the journey. And it is not finished.

The next stage is not simply to build more infrastructure. It is to build systems that allow more Indians to build. More people creating companies. More researchers creating knowledge. More farmers creating value. More engineers solving difficult problems. More young people finding productive work. More communities connected to opportunity. More talent able to stay where it wants to live and still compete with the world.

The challenge is no longer simply building India.

It is unlocking India.


On August 15, 1947, India awakened to freedom. Seventy-nine years later, perhaps we should understand that moment differently.

India did not simply move from poverty to prosperity. It moved from dependence toward capability. From scarcity toward capacity. From isolated projects toward interconnected systems. From importing knowledge toward increasingly creating it. From being a recipient of technology toward becoming a builder of technology. From potential toward increasingly converting potential into outcomes.

And yet, the story is nowhere near finished.

That is not a weakness.

It is the opportunity.

Because the India of 2026 should not be the final product of the India that became independent in 1947. It should be the foundation for something much larger.

The question before our generation is therefore not:

What did India achieve?

It is:

What capability will we leave behind?

Will we build institutions that outlast us? Companies that compete globally? Universities that produce new knowledge? Cities that create opportunity? Technologies that expand human possibility? Systems that allow a child from anywhere in India to compete with anyone in the world?

That is the standard. Because every generation gets to inherit a country. But it also has a responsibility:

to make the country more capable for the generation that comes next.

India was not given a future in 1947. It built one. Generation by generation. Institution by institution. Breakthrough by breakthrough. Crisis by crisis.

And now the responsibility is ours.

We have spent the first seventy-nine years building the foundations.

The next chapter is about unlocking the people who stand on them.

Because the greatest measure of India's development will not ultimately be the size of its economy, the height of its bridges, the speed of its trains, the number of satellites in orbit or the number of transactions flowing through its digital rails.

It will be something much simpler:

"How many more Indians are able to do something extraordinary with the potential they were born with?"

That is the India worth building. That is the unfinished promise of independence.

And that is the journey, from freedom to capability, and from capability to possibility.
